NATIONAL SECURITY / TECHNOLOGY SECURITY / RESILIENCE
Security leadership. Institutional resilience.
I lead programs and partnerships at the intersection of national security, technology security, and resilience. My work prepares leaders to govern emerging technologies, strengthen institutional readiness, and sustain essential services through disruption.
My work connects institutional priorities with practical capability: developing leaders, building partnerships, and preparing people for emerging security challenges.
FLORIDA INTERNATIONAL UNIVERSITY
Cyber policy & leadership
Director, Cyber Policy Program
At the Jack D. Gordon Institute for Public Policy, I lead the FirstLine Training Initiative, the Cybersecurity Leadership and Strategy Program, and the Veterans and First Responders Training Initiative.
I chair the committee’s work on technology and innovation, connecting Miami’s business community with questions of AI readiness, cybersecurity awareness, and digital transformation.
I lead FIU’s FirstLine training work within Cyber Florida’s statewide initiative, preparing public-sector leaders to approach cyber risk as an organizational responsibility. FIU’s contribution includes leadership and strategy education for elected officials, executives, and managers.
Partner materials from January 2025 document FIU’s collaboration with seven institutions across Florida to expand access to in-person training and reduce travel demands.
Before directing security programs, I led the Digital Library of the Caribbean. The 2023 Hemispheric Security Conference program describes my oversight of a cooperative spanning 79 regional partners.
That experience informs my approach today: align institutions around a shared mission, develop the people who deliver it, and make collaboration work across organizational boundaries.
The perspective I bring to strategy, partnerships, and executive conversations.
01 / NATIONAL SECURITY
See the strategic context.
Connect emerging threats, technological change, and institutional readiness. Bring policy, research, and partnerships into the same conversation.
02 / TECHNOLOGY SECURITY
Shape responsible capability.
Examine how cyber risk and emerging technologies affect security, governance, and trust—and the decisions leaders need to make.
03 / RESILIENCE
Prepare to keep going.
Build the people, coordination, and decision-making capacity that help institutions sustain essential functions through disruption.
02 / SPEAKING & CONVENING
Security insight. Executive dialogue.
As a speaker and moderator, I connect national security challenges and emerging technologies with the decisions leaders face: governing risk, building capability, and sustaining institutional resilience.

Aerospace, Quantum and Cybersecurity: Building Miami-Dade’s Future Economy
Miami-Dade County League of Cities · Best Practices Conference
Proposed session title · Upcoming panel
Moderating a conversation on how aerospace, quantum computing, and cybersecurity can shape Miami-Dade’s economy—and the workforce, infrastructure, and partnerships municipal leaders need to prepare.
Conference program and participants
Miami-Dade has an opportunity to strengthen its economy as aerospace, quantum computing and cybersecurity create new possibilities for investment, jobs and research. With FIU’s planned quantum computer expected to arrive in late 2027, this panel will explore what these developments mean for local governments and how cities can prepare. Leaders from higher education and investment will discuss the workforce, infrastructure and partnerships needed to attract businesses, support innovation and protect essential services. The conversation will focus on practical steps municipal leaders can take to help their communities participate in these emerging opportunities.

Leading through complexity. Building lasting resilience.
I build the leadership capacity and partnerships institutions need to navigate national security challenges, secure emerging technologies, and remain resilient through disruption.
My career connects regional institution building with security policy and public-sector readiness. As Director of the Digital Library of the Caribbean, I oversaw a cooperative documented in 2023 as spanning 79 regional partners. Today, I direct FIU’s Cyber Policy Program and chair the Greater Miami Chamber of Commerce’s Technology and Innovation Committee. Across these roles, my work centers on aligning people, policy, and organizational capability around a shared mission.
At FIU, I lead our contribution to Cyber Florida’s FirstLine initiative, including leadership and strategy training for public-sector decision-makers. I also lead CyberSkills2Work at FIU, including the Veterans and First Responders Training Initiative, preparing eligible participants for cybersecurity careers through training and career support. Together, these programs connect leadership readiness and workforce development with national security and critical-infrastructure resilience.
I bring that perspective to public forums as a speaker and moderator. Recent engagements include the AI305 government panel, CyberBay, the Florida Technology Conference, and the Miami-Dade County League of Cities Best Practices Conference. I have also moderated at the Hemispheric Security Conference and presented in FIU discussions on emerging national-security challenges. In November 2026, I will return to the League of Cities conference to moderate a discussion on aerospace, quantum, and cybersecurity—connecting emerging capabilities with investment, workforce development, and municipal preparedness.
